JR currently serves as JTNC’s Directorate Lead for the Technical Analysis & Engineering Services Directorate (TA & ESD), effective December 2024. He is responsible for overseeing technical analyses, assessments, characterizations, and reviews of DoD wireless communications products and waveform technologies, thus enhancing interoperability, security, exportability, and resiliency capabilities. JR leads a high performing team serving as DoD’s Waveform Technical Advisor, ensuring appropriate adherence to DoD policies, instructions, and waveform Standards, including Software Communications Architecture and Application Program Interfaces.
From 2020 to 2024, JR served as the Principal Assistant Program Manager (PAPM) within the Communications and GPS Navigation (PMW/A 170) Program Office. He led the Position Navigation & Timing (PNT) division, which includes GPNTS, NAVSSI, Sea-NAVWAR for Surface Platforms, and Air-NAVWAR, and GPS Modernization for Air Platforms. JR managed a Joint Program Office team to include various Air platforms within multiple NAVAIR Program Management Aviation (PMAs), Air Force PNT-PO, and U.S. Space Force.
In 2018, JR served a 2-year tour in PMW-150 leading the development of the Agile Warfighter Analytics Readiness Environment (AWARE). AWARE is a digital Integrated Data Environment (IDE) and Enterprise Cloud AWS and MS Azure Multi-cloud platform at IL4/5, IL6/Commercial Cloud Services (C2S) and Secret (SC2S) infrastructure to deploy a Data as a Service (DaaS) data layer & data fabric, and Platform as a Service (PaaS) for application hosting and Containerization of Apps.
In 2013, he accepted an opportunity in (PMW-160) to restructure and transform Agile Core Services (ACS) software within CANES into a multi-integrated PaaS/Cloud/DevOps platform for future of Data Analytics application services and digital transformation. JR also led and championed the Piers Shore Network Transport program delivering Shore-to-Ship network transport via GIGe network.
JR has extensive experience as a consultant in Strategy and studied the Strategic Principles of Igor Ansoff “The Father of Strategic Management.” He also provided facilitation services as a consultant in Leadership, Building High Performance Teams, Communication and Unconscious Bias to the City of San Diego, City of Chula Vista, and the Chula Vista School District. JR has provided consulting service for National Conflict Resolution Center (NCRC).
JR holds a M.A. in Organizational Behavior and Leadership from Gonzaga University. He has advanced certifications in Business Coaching from San Diego State University, Servant Leadership from Gonzaga University, a Graduate Certificate in Data Science from the University of California Irvine, and Strategic Management Certification from the University of California San Diego. JR is a graduate of the Naval Acquisition Career Center (NACC) for Program Management & Acquisition.
